The Council is appointed by the Council of Ministers after the recommendation of the Minister of Education and Culture. It consists of seven members in the following way:

(a)        A professor from the University of Cyprus as Chairperson

(b)        A representative from the Office of the Attorney General

(c)        A representative of the Ministry of Education & Culture

(d)        Four University professors one of which is a professor at the University of Cyprus and another three from different Universities and different countries

The Vice-President of the Council is appointed by the Council of Ministers. 

The Council  term of service is for three-years and can be renewed.

The Members of the Council can be dismissed only for the same reasons, and in the same way as that of the judges of the Supreme Court.
